Marc R. Cohen, MD
Dr. Marc Cohen is the EMS/Fire Department Medical Director for the cities of Torrance, Manhattan Beach, and El Segundo, CA. With expertise in prehospital and paramedic care, he also oversees medical planning for mass gathering events, interagency cooperation, TEMS medic deployment, and more. He has developed customized Narcan programs for local police departments and worked on the Stop the Bleed campaign. In addition to his regular emergency department practice in a level 1 trauma center, he is also a clinical faculty member with UCLA and the medical director for the paramedic training program at Mt. San Antonio College.
Donald Dawes, MD
Dr. Donald Dawes practices in a community hospital setting on the Central Coast of California. Dr. Dawes is also an active reserve police officer and SWAT tactical physician. He is a specialist in the area of emergency medicine as it relates to law enforcement issues such as medical clearance, arrest related or custodial injury or death, and conducted electrical weapons (CEW's), while his research interests include arrest physiology more broadly. He has been an expert witness in the area of CEWs and arrest physiology over the last decade. In addition to his clinical practice, Dr. Dawes is a consultant for TASER International and has published dozens of papers on the physiologic effects of CEW's. He has been a book contributor and is an editor of a CEW wound atlas.
